I turned off keyboard shortcuts, and the / still goes to my google email search bar.

Try using any other special character instead of / for your snippet shortcuts. . (dot) or ` can work.
You can also remove or change Gmail's keyboard shortcut in Gmail settings, if you want to use / for Text Blaze:
