is there a way to open a new tab in the browser and insert an URL that I build with a Snippet?

You'll have to open the tab manually, as Text Blaze cannot issue commands to the browser.
However, you can insert snippets inside the URL bar. Just go to the URL bar in your browser, remove any existing URL, then type tb followed by a space. This will tell Text Blaze that it should expect a snippet shortcut. Then, enter your shortcut and press the enter key.
