I was wondering if is possible to create snippets that other users in my same organization can duplicate, I have create some snippets but I notice that if I share the folder with my organization the snippet can't be duplicate it. Is this something that can be done or am I sharing the snippet incorrectly?

Could you please verify that when you share the folder with someone else in your organization, you're making them either an "Editor" or "Owner"? You can see this in the folder share dialog:
I share them as Viewer as we are trying to prevent from someone updating templates by mistake. the Editor and Owner would be the only option to give the option to duplicate the snippet?

That's correct, only Editors and Owners can duplicate it. If you'd like to avoid the users you're sharing with to modify the original snippet, you could duplicate the snippet yourself, move it to a different folder, and share that folder instead, while giving them the right access.
