The steps @scott outlined are what my team has to use with Salesforce Lighting. The trick is finding the sweet-spot of wait delays.

Wanted to briefly follow up that this is now supported in Text Blaze. You can now use {key:downarrow} and {key:uparrow} to navigate dropdown menus in any website. Let me know if it doesn't work in some place.
