It would be nice to be able to use Text Blaze without an internet connection.

To be able to use TB offline, you could do so by implementing (or not) local validation. In any case, a local database could be used for the fragments that would be updated when there is an Internet connection and the most up-to-date version of them can be retrieved.
I see. As far as I understand your request, this is exactly how Text Blaze works offline right now. This is also how the Chrome extension continues to work offline
