Can I transfer a paid account from my old email to my new email?

Hi @Timithy_Smith, If you can access the old account then you should be able to change your email by following instructions here, during this you don't loose pro status.
I did that but me shortcuts did not follow over and when I imported my shortcuts I received a message that I was limited to the amount of shortcuts unless I upgrade to pro which I already pay for under firstname.lastname@example.org. Due to a bug in Google's 2 step verification process I have been locked out of my account. What a nightmare!
